The view of international law as an order above the domestic law and the special connection between law and force as proposed by Norberto Bobbio, lead to a different vision of the relations between law and war and a redesign of international law as an order to rule the use of force in international relations. The world order of the United Nations is interpreted along these coordinates. Some new problems are examined: the present notion of war or the new concept of sovereignty as responsibility to protect.
