En este artículo planteamos la hipótesis de que Portugal y España
han formado una unidad desde el punto de vista histórico desde
el siglo xix, siendo esto esencial para explicar la casi simultaneidad del
final de sus regímenes dictatoriales en 1974-1978. Primero realizaremos
un análisis general de las principales discusiones teóricas. Posteriormente
trataremos las relaciones exteriores entre la Intersindical y
Comisiones Obreras (CCOO). Argumentaremos que esta unidad histórica
se concretó en el alejamiento del Partido Comunista de España
(PCE) y del Partido Comunista de Portugal (PCP), con consecuencias
para la Intersindical y CCOO, en contra de los intentos de establecer
una política común para la Península por parte de los gobiernos occidentales
y los partidos socialdemócratas.

Abstract: In this paper we put the hypothesis that Portugal and Spain have
been a unit of the historical point of view since the nineteenth century,
and this feature was essential to explain the almost simultaneity
of the end of their dictatorships in 1974-1978. In the first section
we overview the main theoretical discussions of this hypothesis. In the
second phase we analyse the foreign affairs of the Intersindical and CCOO. We argue that this objective historical unity was achieved by
reciprocal withdrawal of PCE and PCP, with consequences for Intersindical
and CCOO, against the attempts to draw a common policy for
the Peninsula, on the part of Western governments and social democratic
parties.
