This article explores the possibility of drawing a distinction between three different institution-building strategies aimed at governing economic globalization. The main ideological alternative is between the constitutional model and the model of the new realists, i. e. the apologist of new governance. Taking his stance from much conventional literature on the topic, I argue that there is a significant difference between these two approaches and my aim is to criticize the tendency to underestimate the adverse effects that result from giving up some central principles of democratic constitutionalism, in particular the principle of separation of powers.
