La cuestión del ferrocarril y el Estado es una de las
preguntas más relevantes de la historia ferroviaria
alemana. Si en sus orígenes, el ferrocarril germano
se caracterizó por la presencia de capital privado,
desde 1870 los gobiernos de los estados federales
asumieron el papel de empresarios. Ya en 1920 se
constituyó Deutsche Reichsbahn Gesellschaft, que
será la primera empresa ferroviaria realmente pública,
integrada en la década de 1933 en la estructura
del régimen nazi. Después de la Segunda Guerra
Mundial, el Estado alemán se dividió en dos partes,
y con él, el ferrocarril, creándose Deutsche Bundesbahn (DB) para la parte occidental y Deutsche
Reichsbahn (DR) para la parte oriental. Su desarrollo
durante la segunda mitad del siglo XX fue
diferente. La DB tuvo que afrontar la fuerte competencia
del transporte por carretera, en un mercado
liberalizado que obligó a una fuerte modernización,
mientras que la DR, en el marco de una economía
centralizada y planificada, y con mayor atraso económico,
no se vio obligada a este proceso modernizador.
Tras la reunificación política, también se
llevó a cabo la integración empresarial y se preparó
el camino para la privatización. La nueva empresa
surgida se denominó Deutsche Bahn AG.
Abstract:The subject of the railway and the State is one of
the most relevant questions in German railway history.
If German railways were initially characterized
by the presence of private capital,
from 1870
onwards it was the governments of the federal
states who assumed the role of entrepreneurs. The
Deutsche Reichsbahn Gesellschaft was founded in
1920, being the first truly public railway company,
and integrated into the structure of the Nazi re -
gime in 1933. After the Second World War the
German state was divided into two parts, and with
it, the railway, the Deutsche Bundesbahn (DB)
being created for the Western part and Deutsche
Reichsbahn (DR) for the Eastern part. They followed
different paths of development during the
second half of the 20th century. The DB had to
face strong competition from road transport in a
liberalised market that made considerable moder -
nisation necessary, while the DR, within the framework
of a planned, centralised economy, and more
economically backward, was not obliged to enter
this modernisation process. Following political reu -
ni fication, business integration also took place and
the road to privatization was prepared. The new
company that sprung up was called Deutsche Bahn
AG.
Résumé: Les relations entre le chemin de fer et l’État constituent
l’une des questions essentielles de l’histoire
ferroviaire allemande. Si à son origine, le chemin
de fer allemand se caractérisait par l’apport d’un
capital privé, dès 1870, les gouvernements des états
fédéraux prirent la relève des entreprises. C’est en
1920 que fut constituée la Deutsche Reichsbahn
Gesellschaft : première entreprise ferroviaire réellement
publique, elle fut intégrée en 1933 à la structure
du régime nazi. Après la seconde guerre mondiale,
le chemin de fer, à l’instar de l’État allemand,
fut divisé en deux : la Deutsche Bundesbahn (DB)
pour la partie occidentale et la Deutsche Reichs -
bahn (DR) pour la partie orientale. Leurs évolutions
au cours de la seconde moitié du XXe siècle
furent différentes. La DB devait faire face à la forte
concurrence du transport routier sur un marché
libéralisé qui la forçait à une forte modernisation,
