LA REFORMA ELECTORAL A LA CONSTITUCIÓN FEDERAL GENERÓ MODIFICACIONES
EN LA NORMATIVIDAD ELECTORAL DE LAS LEGISLACIONES ESTATALES; ANTE ELLO, EL H. CONGRESO DEL ESTADO DE JALISCO, EMITIÓ UN CÓDIGO ELECTORAL Y DE PARTICIPACIÓN CIUDADANA DEL ESTADO DE JALISCO. EN LA EXPOSICIÓN DE MOTIVOS DE DICHO CÓDIGO EL PODER LEGISLATIVO DE JALISCO DEJÓ POR SENTADO QUE LAS REFORMA ESTATAL OBEDECE, PARALELAMENTE A LA REFORMA ELECTORAL FEDERAL, COMO UN RECLAMO SOCIAL OBLIGADO, YA QUE ABORDA TEMAS DE INTERÉS PRIORITARIO, COMO SON: FECHA DE LAS ELECCIONES, PRECAMPAÑAS, CAMPAÑA ELECTORAL, CANDIDATURAS INDEPENDIENTES, RECUENTOS PARCIALES Y TOTALES DE LA VOTACIÓN, FIJACIÓN DE CAUSALES DE NULIDAD EN LAS DIVERSAS ELECCIONES, ASÍ COMO ESTABLECIMIENTO DE PLAZOS PARA SU DES-AHOGO; MEDIOS DE COMUNICACIÓN Y EL ACCESO DE LOS PARTIDOS POLÍTICOS A LOS MISMOS; INTERVENCIÓN EN LOS ASUNTOS INTERNOS DE LOS PARTIDOS POLÍTICOS, NUEVA INTEGRACIÓN DEL INSTITUTO ELECTORAL Y DE PARTICIPACIÓN CIUDADANA DEL ESTADO DE JALISCO; NUEVA INTEGRACIÓN DEL PODER LEGISLATIVO DEL ESTADO DE JALISCO, ASÍ COMO LAS FECHAS DE INICIO EN EL EJERCICIO DE LOS PODERES LEGISLATIVO Y EJECUTIVO DEL ESTADO DE JALISCO ASÍ COMO DE SUS AYUNTAMIENTOS.


Abstract:The electoral reform to the Federal Constitution generated modifications in the electoral regulation of state legislations; when facing them, the Honorable Congress of the State of Jalisco, issued an Electoral and Citizen Participation Code of the State of Jalisco. When presenting the motivations for such code, the Legislative Branch of Jalisco established that the state reform obeys, in parallel form, to the federal electoral reform, as an obligated social claim, since it covers priority interest issues, such as: election dates, pre-campaigns, electoral campaign, independent candidacies, partial and total recounts of votes, statement of nullification causes in different elections, as well as stating the terms for their solution; media and access of the political parties to it; intervention on internal affairs of the political parties, new integration of the Electoral College and Citizens Participation of the State of Jalisco; new integration of the Legislative Branch of the State of Jalisco, as well as starting dates for the beginning of the exercise of the Legislative and Executive branches of the state of Jalisco and of its town halls.
