Este artículo centra su atención en el desarrollo y evolución de la Política Social de la Unión Europea, teniendo en
cuenta que tanto su existencia, como el contenido que debía tener, el grado de intervención al que debía llegar o el
papel que habría de desempeñar en el proceso de integración europea siempre han suscitado grandes controversias
y debates en su seno. A tal fin, recoge la trayectoria que ha tenido en sus Tratados y en las distintas etapas o fases
por las que ha atravesado; analiza las prioridades que orientan su acción en el actual contexto de la Estrategia de
Lisboa y los instrumentos que tiene a su disposición. Culmina con unas reflexiones de síntesis en torno a cuáles
son sus principales limitaciones y qué retos que tiene planteados.

Abstract: This article focuses on the development and evolution of the Social Policy of the European Union, taking into
account that its existence as well as its content, the degree of intervention to which it should aspire or the role that
it should play in the process of European integration have always aroused great controversy and debate. To this
end, the article includes the analysis of the path followed by the Social Policy of the European Union within the
different Treaties and the various stages or phases that it has gone through; discusses the priorities that guide its
action in the current context of the Lisbon Strategy and the tools which are at its disposal. The paper concludes
with some synthesizing reflections regarding its main limitations as well as the challenges it faces.
