La cooperación necesaria para el empleo del agua en la agricultura
se ha materializado, históricamente, en instituciones modeladas por el
contexto social y político. Sin embargo, también ha estado condicionada
por las peculiaridades del manejo del agua como recurso natural. Durante
las transformaciones liberales del segundo tercio del siglo XIX en España,
las instituciones del regadío cambiaron para adaptarse a nuevos usos
del agua y nuevas relaciones sociales en el campo. El artículo trata tres
aspectos de ese cambio y trata de establecer, en cada uno, un balance
entre los rasgos del pasado y las transformaciones producidas. Los tres
aspectos estudiados son: los agentes que controlaban la gestión de los
canales; las normas de reparto del agua; y el papel del Estado en el establecimiento
de las nuevas formas de cooperación.
Abstract: The necessary cooperation for the use of water in agriculture has historically
materialized into institutions shaped by the social and political context.
Nevertheless, they have also been conditioned by the peculiarities of the
use of water as natural resource. During the liberal changes of the second
third of the 19th century, the irrigation institutions in Spain changed in order
to adapt themselves to new uses of water and new social relations in the
countryside. This article analyzes three aspects of this change and tries to
establish a balance between the characteristics of the past and the transformations
that took place. These three aspects are: the agents who controlled
the canals management; the rules of water distribution; and the role of the
State in the establishment of new ways of cooperation.
