Resumen

This article proposes a reflection about technocratic governments in Italy and the role played by the President of the Republic in their formation. In particular, the Author analyzes the four experiences of «technocratic governments» in Italy, led by Carlo Azeglio Ciampi (1993), Lamberto Dini (1995), Mario Monti (2011) and Mario Draghi (2021), explaining their analogies and differences. The article
reveals a strong enlargement of the powers of the President of the Republic and the beginning of presidentialism in Italy. The cause of these political and constitutional happenings is not only internal, but is attributable to the defeat of policy and the contextual upper hand of the techno-financial ideology, imposed, on a global plane, by the construction of the neoliberal order.
