El Instituto Oficial de Crédito nació en 1971 de un desastre financiero mayor: la quiebra de Matesa, que hizo tambalear los pilares del crédito público. Al Instituto se le encomendó la tares de modernizar y renovar la gestión de las entidades oficiales de crédito.
